Try this,click on the start bar, click run enter charmap, there'll be a list of keys and commands to type this key( and many others) you can either copy and paist the symbol or move the cursor over the symbol to reveal the command."Ö"

If you are typing on an English keyboard it usually doesn't have it. If you have Word you have can select insert then symbol and it is one of the symbols you can insert in your text. On mine its in the Latin-1 subset category. You can then copy and paste the writing into an answer text box, assuming you wanted to use this in an answer.

Get the right keyboard, Engklish UK amd US dont have this facility readily available, but get the relevant keyboard and it will be there.
