The control panel of windows since about... windows 95 is all Java based applets.

AFAIK, applet is just a term for binary code that requires a virtual machine or platform to run (like Java or .NET).

[Edit]
I just thought of this. You may be asking what the platform name to run applets is in XP. Its .NET.

Umm whatever you desire really - Java installs them, as does Real Player - find them in Other Control Panel Options.
