If they are well packed and do not contain meat, dairy or forbidden substances (drugs) you might be able to send them.
They need to be safe from spoiling whatever temperatures they meet underway, and packed in such a way that they can not be crushed.

On the statement on the packaging you need to tick the right box, and write out in detail what is in.

There are no resrictions in posting chocolate to spain. Within the UE only meat, and dairy are subject to restrictions. Yes you can get brittish choclate here in Spain, but not the whole range and its expensive and difficult to find (only in larger supermarkets and specialist shops). It sounds like a lovely idea, and i'm sure your cousin will be very pleased when the parcel arrives.(I know I would be, I miss dairy milk & cadbury's fudge, terry's choc orange, mmmmm).
