It means "traitor of the Han Chinese". For example, if a Han Chinese is not loyal to the Han Chinese, or if he or she helps the people of other ethnic groups to do harms to the Han Chinese, either culturally or in life, he or she can be called a 漢奸. The best and probably the most famous example of people recognized as 漢奸 in Chinese history is 秦檜, who accepted the bribery from the Jurchens and sabotaged 岳飛, the general who almost defeated the Jurchens, in the South Song Dynasty. And the Jurchens were one of the ethnic groups that attacked China in the Song Dynasty.
