Hi, I'm a student currently attending a community college and plans on transferring to a 4-year college for NROTC and to get my BSN. I have everything planned out. By the time I transfer, in Fall '08, I will have about 54 - 57 credits. The question is since I'm only a few credits away from being a junior, will I still be able to join NROTC?

Yes, you can. There are two year programs. It will be harder to get a scholarship, but the first step is getting into the program. You absolutely have to start NROTC by the beginning of your junior year.

Yes, if your grade point is high enough. Go talk to the NROTC recruiters and see what they have to say.

I assume you are talking about Annapolis, but I would suggest you talk to your Navy Recruiter.
