It does sound like kennel cough. Talk to your neighbor and suggest that to him. Maybe it didn't occur to him that it could be something serious. If he says he doesn't have the money to take care of it, tell him to call the humane society. They will refer him to a low cost vet. Likely all the dog needs is anitbiotics. Hopefully this is all it'll take to help this dog.
As to calling someone, sadly it's very difficult to get authorities to respond to things like this. I had animal control come out several times regarding a neighbors horse that was dying before my eyes. He said the horse had food and water, and there was nothing he could do unless the horse got out.

She most likely has what's called "kennel cough", and if she's got it, the other one probably does, too. It's sort of like a really bad cold and bronchitis for dogs. It'll make them cough and gag, and it'll make green snot ooze from their nose. It's very contageous to other dogs, so if you have a dog, keep it away from them.
Ask the neighbor if they know the dog might have kennel cough. If they don't know it, tell them that you've researched the coughing and snotty nose, and they need to get the dog examined. If they don't follow through, call the Humane Society. It's a crime to neglect your pets when they're sick.

It could be kennel cough,but it could also be distemper ,which is very often fatal and highly contagious.Or it could be a sinus infection or pneumonia.I would call the ASPCA or Humane Society,you would be doing a favor to your neighbors dogs and to other dog owners in the vicinity by possibly stopping an epidemic.

I would alert your neighbour, and tell him, if he has not done something the next day alert the spca or a vet. She could have a tumour, which is unlikely though or an upper respiratory infection.

that does not sound right i would tell the local vet about that before u turn them into the police for animal abuse or something,just in case they r already seeing the vet about it.

I'd report your neighbour to the authorities, if I were you, especially if he doesn't seem to be getting her treatment. That's against the law and he deserves to be punished.
