Why do people think it's desperate & easy for a woman to ask a man out, but it's OK for a man to ask a woman out?

Never, if you like someone you should ask them out weather you are male or female. Don't get caught up in ridiculous and old traditions. Most men like women are are assertive and take charge.

I don't think less of a girl that asks a guy out. In fact I think the opposite. The only down fall of more females asking guys out would be that there would be a lot less questions in this section on yahoo answers.

It IS ok for a female to ask a male out.
My sister asked a man out; they started dating and now have been married for quite a while and have a son. What if she had waited for him to ask her?

there is nothing wrong with it, at least not where I live. Most guys who are younger than 90 also think that there's nothing wrong with that.
