we talk on the phone for hours?

I met this girl and i asked her out and she said yes... but she's not letting me take her out on a date... she's 24 and im 19. we talk on the phone for a long time and she seems to enjoy it.... but whenever i try to set up an appointment with her she skips out on it... why?
