Is it because I haven't exercised in a long time? Is this normal for a beginer?

It means that the blood circulation to your feet are being hampered by the shoes or something. try wearing shoes specially designed for walking long distances and try to be easy on yourself and walk little at first then increase the distance

Yes possibly because you haven't exercised in a long time. It's always a good idea to not overdo it at the beginning. You can make it worse but going over your limit. Try small sessions throughout the day and then go on increasing as you get used to the exercise. It's also a good idea to stretch before AND after any exercise.

I could be because you are not used to exercise. However it could be that vibration caused by the treadmill. I wouldn't worry about it. Try it a few more times and see what happens. If it continues, I would go ahead and go to the doctor and see what the deal is.
