what is the Fastest way for improving my 5k speed? ex high mileage, hills, intervals, fartlek

The simplest answer is to take 2 days a week at the track doing 10x100s. Half mile warmup and warmdown, then run the straights and recover on the turns.

Your examples are good except you don't need high mileage since the race is only a 5K.
Mixing tempo runs with fartlek and interval and maintaining distance on the other days is the way to go.

Wow, I usually never say never, but I would really want you to rethink this goal. You could end up getting hurt in the attempt. You are currently running 9 minutes miles, right? Try to run 3 8 minute miles on a track, taking a 1\4 mile walk break and see how you feel. I really just think that is not enough time for you to do this safely, I'm sorry.

Do about 2 workouts a week (hills, intervals, fartlek). Take your easy days easy and be thankful for off days, they really help you recover.
