In most states, 18 is the legal age for acquiring a tattoo. I believe, if your child wants a tattoo, they should wait until they are old enough to go into a reputable shop and have it done. Also, they need to be old enough to understand that a tattoo is something they will have for the rest of their life (removal is expensive and can leave permanent scarring, so not really a viable option, in my book). I have a tattoo, and no regrets, but I was over 21 before I had my first tattoo.
"Normal" piercings such as ears, I wouldn't even hesitate if my child asked to have them done. I would consider allowing tongue or naval piercings, if my child wanted them. But other, more obvious facial piercings, I probably wouldn't allow until my child was 18 and old enough to make that decision on their own.

I sincerely hope you're joking. A child should be at least 16 before getting a tattoo, and he will need your approval for a reputable tattoo shop to ink him. Waiting until 18 or 21 is better, as that way he will definitely have finished growing. He should be old enough to ask for a piercing, and nothing but the earlobes before age 16.

In my opinion, no one under the age of 18 should be getting a tattoo. No one under the age of 18 should be getting piercings. (The only reasonable exception is a girl getting her ears pierced. The proper age should be based on the maturity level of the girl in question. But that's the only exception.)
Seven is too young to be getting a tattoo because the child is still growing. By the time he reaches adulthood, it will be distorted. It is also not considered culturally appropriate for a child to get ink injected under his skin.

How about 21, then he can decide for himself if he wants to mar his body with ugly tattoos. As for piercing, forget it. To dangerous, to many medical problems. Besides, by the time this child is grow all of this will probably be out of style. Most people regret their tattoos by the time they are 35 or 40. To late then. It's costs a lot of money and pain to have them removed.

By law at least 18, definately not 7! I think it's 16 for piercings, not including ears but I really don't know about that one.

Wow, if you are asking this it means that you are open to it?
I guess anyone can do what ever they want at 18. A tattoo is painful, so I guess 7 is not a good idea.

For the tattoo, full grown. When you are growing, depending on where you get the tattoo, it can become distorted. For the piercing, whatever age he can sit still and calmly get them put in.
