Does the Bible has any clear laws regarding punishment for your sins? such as if someone steals, what is his (earthy) punishment, does he go to Jail or what should be done to him? how about cheating partner, what is the earthy punishment for this?

God set up civil ordinance by ordaining capital punishment(the death penalty) in Genesis. If a person murders someone, that person is put to death.

No, we do not live under the laws which God gave to the nation of Isreal.

God does chastize Christians if they do not repent of sins. But this chasizement is usually just allowing us to suffer the natural consequence of our sins without His stepping in and protecting us.

Not for todays sociaty. That is left upto mans laws. There were two clear commandments that Jesus said we all must follow to enter the kingdom of God, and he also said that these two commandments cover the 10 that was given to Moses. (1) Love God with all your heart, soul, mind and body. (2) Love your neighbor as yourself.

All sins in the bible are punishable by death, except rape of an unmarried woman, that lucky man gets to marry the woman he raped and rape her over and over again for the rest of her miserable life.
