You assume there is a strategy, that's taking a lot for granted based on the evidence.

As far as military strategy, fair to middlin -- largely because you have some intelligent people at the tactical level, but some dain-bramaged folks making strategic policy decisions.
As far as political war strategy -- very effective, but also terrible -- the goal is to keep the US off balance, and to allow politicians to gain even more control -- which they are doing.
