First off, most states/cities have rules about how many dogs you can have due to the fact most people who have an excessive amount do not get them vaccinated and do not properly care for them. Secondly, you have to keep the puppies for 6 to 8 weeks until they are completely off the mother's milk and onto solid food- after that it is best to find them good homes because that many dogs will get quite expensive. Call your local animal control and ask what the law is with how many animals you can have.
Oh and by the way you are saying "answer fast" it sounds as if you are going to give the puppies away rather soon- You MUST keep the puppies until 6 to 8 weeks old or they will most likely die from not being brought up correctly and not having enough time with the mother and being weaned off milk properly.

It probably depends on if you live in town or out side city limits.
Towns and cities frequently have laws that limit the number you can have without a license to run to kennel. Some counties and townships may also have similar rules.
It you live within the city limits of San Antonio, then call the City Clerks office. They should be able to tell you. Labs tend to have large litters so hope you can afford to feed that many large dogs, and have plenty of room for them to play.

A lot of states do have laws against to many dogs without a kennel license. I am not sure on the number though but you could call the animal shelter or someone like that that would know. If you think that you can handle that many dogs responsibly then it shouldn't be a problem getting a kennel license if you need one.

Almost certainly. For the sake of the animals' welfare (not to mention human safety and sanitary concerns) almost any municipality is going to have laws about keeping domestic animals. Try googling San Antonio Municipal Code to look it up.

most cities have an ordnance that limits pets to 3, more than that requires a breeders permit and license.
Puppy's under the age of 3 months normally not counted counted and thus exempt from the ordinance

you do realise she could have anything from 5-14 pups?
do you SERIOUSLY think you can give all these dogs the care they need?
i think you should only keep 2/ 3 max.
just think through what your saying, think of the vet bills ( you will have to get them all fixed for a start to stop inbreeding)
if you advertise them properly (i recomend the kennel club) then they will get loving homes you can check up on

you will not be able to give love and care to all the puppies for life without shorting someone; I raised several litters and they are cute and precious but I screened like crazy to find the best homes; I turned down over 40 people in the process; some 5 years later, we all still keep in touch and they have the best homes ; each one with their own family, love and attention; what more could I have asked for than a great life for them with families.
