It is sad but true. One of the reasons for it you have already listed namely ignorance, esecially in rural areas. Despite the ban on child marriages which is of long standing such marriages do take place there. In fact, a woman social worker in Rajsthan was not only ostracised but reported raped by some villagers for trying to prevent such marriages(though the charges could not be proved in Court)Even the courts take a dim view of such reformist attempts. In fact in the specific case of rape of the social worker the Court adopted the spacious stand that it was not believable that villagers from the higher strata of the society could have done this eseciable to a woman from a lower strate.Bribery even in higher places has almost become a way of getting the work expedited. In fact, it has its origin in the instable conditions in history.A Land Records Manual -a government publication-reports that in the past there was a regular levy on landholders called 'levy for bribing ' colleted by the village head. The amount was meant for bribing marauding looters so that they did not trouble the common villagers. In the absence of absence of and disregard for land records tresspassing and unuthorised constructioins on land is almost the order of the day as the recent spate of demolitions of multistories building in cities like Delhi, Mumbai shows. The honouring of the national flag has come down to the merest formality to be formally indulged in national days. The apathy is so much that in one place the national flag was raised upside down and nobody knew about it till the time to take it down in the evening arrived .This was at the district headquarters and the revenue office. Copying in examinations has almost become a 'honoured' practice largely due to the unnecessary dependence on rote.Small thefts are mostly ignored or settled at the social levels sometimes leading to tragic consequences. In one rec ent case a chain snatcher was not only manhandled by the mob but was also tied to a moving motorbike and dragg ed until the rope gave way.Defamation has almost become cruel pastime and means of brining down the reputation of people. With the introduction of sting operation recently a woman school teacher was alleged to have been indulging in misleading her girl student and attacked by a mob in the capital though her students said she is a good and disciplined teacher not sparing anybody. The surmise is that it was a preplnned affair by sme 'students' who were pulled up by her.Electricity theft is on such a large scale that in the capital itself a man wa s found to be stealing electricity and supplying it to the locality for which he had a paraller establishment of offering connection, issuing bills etc.In fact, when I wanted a connection for my new apartment I was offered to take care of my requirement on payment of a mere one hundred rupees per month for all my needs. The offer included the guarantee that it would take care of suprise visits by the vigilnance staff. The staff came across a hospital employing 34 airconditioners besides other electrical appliances and runniing them for years without having an authorised connectioin.Molestation of girls is almost considered a fashionable pastime by young students in cities However, all this does not signify a degenerating society but the fact that people are coming forward boldly to talk about it which does hold some hope for the future.

Don't know a lot about India, but do know in general all over the world people break such laws as you mentioned daily and many get away with it. Ever hear the phrase, "The innocent pay while the guilty run free"? Unfortunately there is far more truth in that than you would think there should be. As for how many people like that there are living in India, you would probably have an easier/shorter time totaling how many people in India there are that have never pushed, bent, or broken such laws as you speak of. Would likely be the case anywhere you did such research, not just like that in India.

This happens because when lawyers & legal professionals who are themselves - law manipulators and advice criminals only on how to turn law to their advantage. They dont believe in moral values but -which party is giving them MORE MONEY, they favour that person. People in our country have got used to tolerating injustice and dont raise voice when injustice is taking place. They prefer to stay quiet and not get involved in unnecessary problems. For them it is being practical and moral values are lines written in books and are ment for books only. 90% have forgotten what was written in Bhagwat Gita : To tolerate injustice is a bigger crime than doing injustice. Every person is fighting their battle alone and is sick and tired of corruption in here. However, until and unless a strong group is there, nothing can be achieved.
