yes all birds are naked so to speak hence the saying. somehow saying naked as a robin for example just is not the same. lol. They get to fly around naked without being arrested because they don't fly around flaunting what they have and really do not care to. Perhaps people could learn from the animal kingdom. lol.

Since I have plucked a lot of chicken's in my live, I consider myself a naked bird expert.
You could consider them dressed with feathers and naked when plucked. If they have no feathers they would drop like rocks from the sky. That is why they are never arrested as they are turned into maggot stew before the police can get there.

the phrase refers to baby jays rather than the adult birds. the newly hatched chicks look naked even though they have a thin layer of down.
