if the citizen of Germany is residing in the Philippines? he may apply for a visa and sponsorship for the fiance in the Philippines,
otherwise? if he is in Germany, he must apply from Germany only. in case he is in the Philippines? here is the embassy web page and physical address.

first of all, Affidavits of Support aren't automatically required for fiance visas. the officer can decide whether to require one or not. if he does want one, it would be an I-134, not the more usual I-864. I-134s don't allow for joint sponsors in the same way that I-864s do. Instead, you can get a close friend or relative to file on your behalf, and then it will be up to the office to determine whether to accept it, or not. This is because, I-134s are not legally binding in the same way that an I-864 is. Later on, after you marry, you'll need to file the I-864 with the adjustment of status form. However, whether you file the I-134 or someone else does, you only need to show an income of 100% of the Federal Poverty Guidelines not 125%, or $14,570 rather than $18, 220. Whether or not your father's income would be sufficient would depend on how many people live in his household.
