busy signal when someone calls you.. most likely it is a ROH, unplug each phone, fax, modem, satellite box one at a time.. check for dial tone, and keep unplugging until you find which device is causing the ROH... there is a slight chance the problem is outside.. but more then likely it is something wrong with one of your phones.. especially if there has been lightning lately... or a power surge on your phone line..

Are you using dial up modem when your on the internet ?
This would be the problem.
Now if you are using cable modem or DSL and their not interfering with your phone line, then there must be a phone off the hook somewhere in your house.
The next thing could be a bad wire somewhere in your house or out on the pole outside. Call the phone company and put in for a trouble ticket. And if you can't call out, then use a cel phone or go on the phone companies web site and put in a trouble ticket there.

Do you have more than one phone in the house? Try at least 2. No dial tone on either? Then there is a problem with your phone service.
Look on your last phone bill for the customer service number, then find another phone (not on your land line) like a cell or neighbors phone, and call it in for repair.

Yes i agree with the guys....
The fault you are describing is a Short or partial short from the exchange side ... it means the people phoning you gets the short as if youre phone is of hook and you are on the other side ...the voltage dont get through the short...
This short is either in youre house ...phone off hook or modem locked up....or definitely then outside towards the Exchange..
Log a fault with youre telephone company ...
