Actually, for the purposes of writing on the invitation it is not. 5pm or after is evening. Anything before is still afternoon.

Although for formality and such, 3 pm can still be just as formal as evening.

Not where I live, the sun is still shining brightly, so it's afternoon. The evening designation is usually after 6 p.m.

3pm is still after noon.

3pm would still be considered afternoon. evening is more so around 5pm or 6pm.
