Contact Saudi Arabian embassy or consulate in your country with the passport and visa. They will stamp visa on the passport.

well, with the receipt you have from the Ministry of foreign affairs. have your mother go to the Embassy of Saudi Arabia with a valid passport of at least 6 month, airplane ticket with a return booking, 4 photographs. they will take care of it.

Tell your mother to go to the embassy.
They will help her to get the visa stamp.
