In the Atlanta area you can find cheap partments for about $450 a month (less with roommate). Plenty of venues and lots of small recording studios. Atlanta is one of the easiest places in the world to live; I survive as a musician married to a musician.

NYC will be VERY pricey. You might have to stop buying clothes and eating to get a decent room. Not to let that stop you though, it is a great city.
The Twin Cities in Minnesota might be a good bet. The arts are always appreciated, there are many venues, museums, orchestras, and theatres, not to mention places where you can train your skills. The cost of living is also less.

well, the large audience part has to come in its time. In order to get a large audience, you need to begin playing in small places, get contacts, and get them to spread the word. So, big audiences won't be such a big problem once you have a good network of people who know who you are...

Vegas...or any casino town/city in Nevada.
Don't even think about NY or CA--you won't find a cheap studio in either.
