this is a common problem,
it is when the zoom lend gets stuck inside as you turn it on!!!!
the only thing you can do is take the batteries out, then give it a very strong shake side to side turning your wrist quickly,
you see there is a small plastic bracket inside which moves and can touch the lens barrel which stops it moving causing this problem.....
then put the batteries back then turn on!!!!
if it does not start give it another shake and use a bit of force to press down the on/off (start) button....

It sounds like your camera is faulty, have you still got the warranty/recipt, if so take it back and get it exchanged, this is one of kodak easyshares old models and not very good or of good quality so you will find it hard to get it fixed for a reasonable price, if your camera is secondhand or past its warranty then you are pretty much stuffed, check with kodaks website anyway, my guess though is to buy a more quality camera next time and make sure you get at least 10 years warranty/protection.

Could be a battery problem. Have you checked that? If fresh batteries don't help you'll have to take it to a Kodak dealer and have it sent for service. If its been damaged - dropped, wet, sand - then you'll have to pay for repairs. Its quite possible that repairs will cost more than a new camera.
