People, just because he has these desires, it doesn't mean he wants to harm or kill anyone. He probably told his new gf about this fantasy because he believes she might be open to blood play. However, they should only engage in this if they completely trust each other with their lives (BDSM is all about trust, communication, and responsibility).
They should not engage in blood play without getting training in CPR and first aid, the anatomy of the body, how and where to cut without harming a person, and how to avoid blood-borne diseases. Ideally, they should also get training in blood play itself from a respected member of the BDSM community. Because blood play is edge play, he and his gf should also have someone else with the same amount or more training with them when they play. Safety is extremely important in BDSM.

"Vampirism" is the practice of drinking blood from a person or animal... licking blood is still consuming the blood.
but that is not what that is... if he is using it for sexual arousal then it becomes "Paraphilia", which is used to imply non-mainstream sexual practices without necessarily implying dysfunction or deviance
and that particular paraphilia is often refer ed to as "Renfield's syndrome", a clinical vampirism, or a compulsion to drink blood as a sexually-arousing act
