i just read on a website that money cannot be scanned on a scanner, so tried it on my own scanner, and sure enough it didnt work.

This is a "feature" of many scanners and also photocopiers.
Built into the software is code that recognises various types of money, and stops it from being scanned or altered.
This is obviously to prevent forgery. Many image programs such as Adobe Photoshop also have this code contained in them, to stop images of notes being altered.
Whats actually being detected are the curvy line patterns on the notes, which are called guilloché patterns.
Its actually in the EU legislation that products detect bank notes and stop them from being altered.
Of course there are ways round it, like everything, some software doesn't include the code, and by using this software and a standard twain driver rather than the custom scanner software you can scan and manipulate images of bank notes, although printing them is illegal.

Most scanner companies are complying with their respective countries to not allow the scanning of currency due to the reason of counterfeiting. This is an easy way to make fake money. This is true for home scanners, and business copiers.
Don't bother, you could actually get into trouble as a counterfeiter.

In addition to some of the stuff Michael S already said, I think that unless its a proxy issue (Click Settings, go to Update Tab and at the bottom (on the right part of screen) click "Proxy settings" and make sure they are set correctly. Another solution could just be to download Avast Freeware 6 (I think ... dont quote me on that ... ) you can leave 5 installed and the version 6 installer will detect and upgrade the existing version ... OR .. after downloading 6, Uninstall version 5, then install Version 6 (since there are issues with your version 5, apparently) At no point does it force you to buy Avast Pro ... it suggests it, in the main interface, but even after a year, (like Avira) the free license will simply re-new -Xmetalfanx, Proud Avast user

A great feature, possibly saving you from becoming an unlikely criminal.
It wouldn't have looked right anyway because the intricate design is designed to be difficult to copy. The watermarks, foil line, and the hologram would all be missing. And the paper quality is wrong. Bank of England banknote paper has a large cotton fibre content, and is not available to the public.

Were you using photoshop? Because I think photoshop has a feature that doesn't allow you to scan in money.
I can't test it now, though. Because my scanner's busted.
