It's not, but the peel can be bitter sometimes.

It isn't absolutely necessary but it is easy enough to do. Bring a pan of water to a boil. Place a large bowl of Ice water on the counter next to the boiling water. Carefully place the tomatoes one by one in the boiling water (use a slotted spoon) for about 15 to 30 seconds each then remove and place immediately in the ice water. The peels will come right off with very little effort.

It is not necessary but it makes it easier and better when cooking, this way you wont find the peel in your food ,it is all a matter of preference.

actually there are canned tomatoes in the market that are not yet peeled. during canning, the product should be sterilized/ pasteurized first to ensure its safety and shelf life, and upon the thermal processing/ canning of tomatoes, the pulp partly separates from the meat itself due to high temperature. but then they are packed in cans with the pulp.

just a guess, but i imagine that leaving in the peels might make it bitter.

Because once you've canned them, it's impossible to peel them without taking them out again ... then you have to re-can them! I hope that helps you!!
