if you are fishing from a boat you can use what we call mackerel feathers which are a 4 or 5 hook trace with feathers tied to the hooks mackerel hunt by sight and i have even heard people say they have tied silver foil to hooks and the mackerel have even taken them good luck

yes you can use sandeel on a float or you can use a spinner or plug eg ones made by rapala or use some "daylight lures" and cast them out and bring back in slowly

Anything.Mackerel are idiots and will bite at anything they can see.Silver foil works as well as any other thing, feathers will almost guarantee 3 or 4 of the idiots every time you drop your line.

Always used a diamond jig with four tubed hooks. That's for a boat. From the surf a diamond jib. I would guess spearing works well too.

In Norway we just use a spinner, about 5cm long, shiny silver. Cast out, let it sink and reel in quickly.
