You can find any area code's locale by entering it at the link, below, or by typing "717 area code" (without the quotes) into your favorite web search engine.
You can also find the source of *some* phone numbers by typing them into your favorite web search engine with the hypens, just as you have it in your question (FWIW, this one isn't listed, which means it is either an unlisted land phone number, or it is a cellphone number; cellphone numbers do not have phone pages or look-up resources at this time, so, unless those people enter their numbers on a searchable webpage, or if lots of people complain about it on blogs or whatever (as with this question!) then there is no way to find out its source, short of calling it, which I wouldn't do, if I were you!).
My advice is to ignore this; you may get more calls from them, but, eventually, they'll give up. If they continue to call but don't leave a message to the point that you feel you are being harrassed, contact your phone company (land line or cell, depending on which the call is going) and ask to put a "trace" on it; they won't tell you who it is, but they may forward the number to the authorities, if they deem it necessary.
