Unless you're a baseball player, you flew to Spain. The FBI has no legal authority in a foreign country. They could ask for the assistance of their Spanish counterparts in making the arrest. Extradition is a separate issue that involves only Spanish law and treaties; many European countries prohibit extradition where the defendant would face a death sentence. The US could agree not to seek the death sentence.

This imperial administration has already "arrested" people in foreign countries and brought them back to the US or other countries for torture, so as a practical matter, the answer would be yes, as long as Bush and the neocons are in control.

Not (legally) without an extradition order, and you'd find it difficult to get one if the charge the person would face is a capital one - most European countries will refuse to extradite people to face the death penalty, no matter HOW much it annoys the US. They can't just (again, legally) turn up in Spain and bundle someone into a plane without causing a "diplomatic incident".

However if the crime wasn't capital then an extradition charge would be pretty swift and you'd be back to the US pretty quickly.

depends on how serious the crime is, but the spanish government will be notified that you have fled there, and they will then have the choice to turn you over when their authorities have found/caught you. or, if the crime is big enough, the FBI agents may get permission to just come over there themselves and get you.

Depends on the crime. Murder? The Spanish authorities would pick up the suspect and turn him over to the USA.

there are political issues involving this but generally speaking the government usually give the O.K. to the FBI because they don't want our scum.
