The killer bait for sea Bass in the Uk are Live Prawns
Either catch them yourself with a prawn trap or net or a number of fishing tackle shops sell them in areas know to have Bass
You will need a bucket with a battery driven air pump to keep them alive but they are not expensive and well worth it. Hook the prawn just through the back a gentle cast and wait.
Deadly
Lures are pretty good and for long casting off the shore Peeler crab tied to the hook work very well or in cocktail with Rag worm

Gee lots of god baits been given but only one has said sandeel. Frozen sandeel are mean. I also find squid to be really good. Whoever said forget mackerel is off key. Biggest bass I ever caught was 9lbs, and the bait was a whole mackerel head with the innards still attached. Caught on the beach about 15 metres out. I may be a girl but.......!!!!

What kind of bass, and where? There are "bass" in all oceans, ranging from a few ounces to hundreds of pounds in weight, plus a number of fish which are not true bass, like some large croakers, which people call "bass."
Off southern California, the best bait is live squid, otherwise sardines, anchovies, or mackerel (all live). You can get them on dead or cut bait at times, but not nearly as well. For artificials, generally the plastic-tailed "shad" type lures are the best, and in the right hands, these can outfish live bait.

Peeler crab is supposed to be pretty good, as is Sandeel.
Either fresh (preferably), or these BERKLEY GULP! replicas:

For sea bass, clam or squid strips. Also spearing or bunker strips work.
