I have 18,000 in tuition and my tuition is 31,520. I applied for a stafford loan....doesnt the loan suppose to cover the rest of tuition or is it just 3500 dollars???

None of the above. To qualify for a Stafford loan, you must complete a Financial Aid Form. Based on the form, an amount of 'family contribution' is computed. Your loan eligibility is the difference between that amount and your tuition. The family contribution number will NEVER match what you can actually pay.
