Sometimes I just add someone if they consistantly give really good informative answers with links to information that I have read.
Sometimes I add people just to see what kind of stupid crap they are going to say.
Depends on the person. There are some that I have added just because they star some really good questions.

Most people select contacts because of good answers and, perhaps, because the answerer tends to stay in an area of interest to that person.
