Try taking him to a trainer. It may just be the dog is hyper active, or it could have a birth defect or something that is bothering him. If you can't train him yourself to calm down, and a trainer is out of the question, your vet should be able to give you some advice on what to do about this out of control dog! If he bites or hurts other people, then try getting him a muzzle for the time being. If you don't know how to train a dog, here's an easy step.
For sit down or lay down, make the dog sit in a sitting position. Point down at the dog and tap it on the nose once. Say "Sit" very clearly, overly annunciating the T and S. Try this until he somewhat does this, and make sure lots of treats are handy!

Good for your parents! Dogs are not just objects that you can get rid of when they become inconvenient...they are a LIVING BEING and they are supposed to be a 10+ year commitment (ie YOUR responsibility) when you choose to bring a dog into your life. If you have allowed this dog to become so out of control and aren't willing to put in the time and effort to fix your mistake, what makes you think another dog would be any better?
You don't say what specific "problems" you are having, but I'm fairly certain your dog is a perfectly normal untrained dog. Not all dogs are good at the things we humans want them to be good at (like therapy work or search and rescue or herding), but ALL dogs are good at being dogs. Unfortunately, humans don't generally care for NORMAL dog behavior (jumping, barking, digging, running, pulling on the leash, etc). Good dogs aren't born, they have to be trained to be good. Just like humans aren't born with good manners, their parents have to teach them how to behave as children so that they grow up to be polite adults.
Invest in a training class. A professional trainer will be able to teach you how to control your dog and how to communicate to your dog what it is that you want him to do. Also, check out some books on training and dog behavior. I recommend Culture Clash by Jean Donaldson. It is an excellent book that explains how dogs think and learn as well as why they do some of the things that drive us nuts.

99.9% of problem dogs aren't really problem dogs, it is problem owners. I doubt your dog is abnormal. I have seen a lot of dogs labeled as "abnormal" that just needed good training. You are ready to give up on this dog and get another, but I promise another dog will just be the same way because you haven't learned how to handle a dog.
Here's what you do: Go to your parents and tell them that you want to learn to be able to properly control your dog and ask them to help you pay for a good trainer that can help you do this.
With some work, you will be able to have the dog of your dreams.

Suck it up and train him. What are you going to do if you have a baby and it's out of control. The terrible twos aren't called that just because it's alliteration. Plus, it's unfair to the dog to pawn him off like that, he's a living thing and you should care for him. Besides, the rewards will be all the greater since you'll know how hard you worked to achieve it. Get yourself to the library or hit the internet and look up dog training tips. There are a lot of great techniques that will work.

First of all you need to define the issues your dog has, so that we can offer advice on correcting his behavior.
Ideally you will work towards correcting the behavior, rather than rehoming your dog. Seek a trainer, and you will work with your dog under the trainers guidance. It's a different story if you are dealing with an agressive dog.

dogs have what i call the top dog mentality, if you do not show the dog you are the boss then they believe they are the boss. when this happens the dog thinks it can do what ever it wants to do. you are going to have to make the dog summit to your will, the longer you take doing this the harder it will be. all dogs are this way so getting another dog won't solve your problem either.
