Thats a perfect time for bed. I have a 13, 12, 10, 8, and they all need to be in bed no later than 8:30pm.
They need a good solid sleep for learning and growing and you need time to wind down relax after the day has finished before bed as well.

Assuming they're up around 6 30 or 7, the 8 and 9 year old should be in bed by 8 or 8 30. The 11 year old should be in bed by 9. I was a strange kid and slept at 10, soon 11, then 12 and so forth and therefore paved the way for teenage insomnia. Trust me--sleep is wonderful and I wish I had it more often.

My kids are 7 and 9 and they are in bed by 8:00. They have to be at school by 7:00, but get up at 6:00 to get ready and have time to wake up. The 11 year old you might want to bump up to 8:30 if it won't cause too much disharmony. But I believe kids need a good night sleep.

I am going to assume they are up by 6:30. The information I sited below says kids 5-12 need 10-11 hrs a night. So, if they were mine I would want them in bed at 8 pm, which is very hard to do with activities, homework, and parents getting home late from work.
My kids get about 11-12 hrs a night, but are 3 an 5 and in bed between 7:30 and 8.

I am 13 and have to be at school 7:35 so I go to bed at 9:00. But 2 of my teachers have kids here are when they go to bed.
Teacher 1 : has 1 kid age,10, who goes to bed at 7:00
Teacher 2 : has 1 kid age, 5, who goes to bed at 9:00
Here's what I think about ur kids in order from YOUNGEST TO OLDEST.
8:10, 8:15, 9:00

Age 8 = 8 PM bed time.
Age 9 = 8:15 PM bed time.
Age 10 = 8:30 PM bed time.
That way they will see as they get older, they get to stay up a big later. A perk of growing up.
That way you can spend 15 minutes with each child just before bed, talking to them, making sure they brushed their teeth properly, reading them a story or just tucking them in. Individual attention just before sleep is reassuring.
That way you still have them all in bed at a reasonable time and if you do "make an exception" for a particular TV show or event, you can use that as a reward for something or a special family event.
However, if they all sleep in the same bedroom, just go with 8:00 PM and move it back 15 minutes each year as they get older.

ok for the 11 year old- around 8:45 for school, but for weekends, 9:00-9:30
the 9 year old- 8:00-8:30, your choice. And for the weekends, the same time, 8:30 at least
the 8 year old- 8:00 and 8:30 on the weekends
