ALL medical records are private due to federal HIPAA laws. Even those held by a government agency, which has to make most records public.
You will have to get an attorney and have them file suit and get a subpoena for medical records.
There is NO other way.

You might contact the probate court and ask. I betting you end up with having to hire an attorney to subpoena the records. Try on your own by just calling and asking.

deceased medical records are usually stored with the health department in most states or vital statistics you can obtain bith, death and marriage check with your county you live in and the prison where he died at becomes the county of records

Send a notarized letter and proof you are his child and send it to the Director of the Dept. of Corrections of your state.
