They are two very different phrasal verbs:

Catch up: To get or bring oneself up to date (to become current); to make up for lost time by working harder.

Meet up: It simply means to meet someone, that is, to see or encounter someone. It's generally used as "meet up with", which means to meet with someone, by appointment.

"Can't wait to catch up" means that somebody is eager to get up to date on something, be it work, school, gossip, news or any other activity.

"Can't wait to meet up" means that somebody is eager to meet with someone (to see someone).

The 'catch up' version presupposes that you already know the person and that you are going to fill in the gaps of what you have each been doing since the last time you met and spoke. 'Meet up' includes the above meaning, but could also refer to a first meeting with someone, where there's clearly no gap as your haven't met before.

"can't wait to catch up" implies you already know each other.
"can't wait to meet up" could mean you've never met besides trying to get together .

catch up - talk and know the latest updates in the other person's life

meet up - just meet and see the other person
