There was a time when it didn't need to mandatory, because people were more honest and took care of obligations, and had a work ethic. If your kids were playing baseball in the yard, and accidentally broke the window next door with a missed fly ball, you paid for the window, and your kid cut the grass (or shoveled the walk in winter) to show he was sorry.

If you had a wreck, you worked out who was at fault and got it fixed. Even them most were responsible enough to have insurance for their own protection.

The best thing about those days was a hand shake was contract enough, and the first words out of every ones mouth was not "Do I need a lawyer?" if they stubbed their toe.

You would think insurance prices would drop if everyone had insurance? Banks always want customers to have insurance on financed cars. So in old days you hoped some old lady in a new Cadillac would hit your car. Nice Crack about illegal aliens. But do not qualify that all Mexicans are scofflaws. I know at least several with insurance. Before you were as good as your word and paid to have the other car fixed. Same as today if a non insured motorist hit my 2006 GTO I would go after there assets with an attorney and garnish there wages until my damage was repaired. Insurance company's just are pools of cash so your attorney can dig deeper for more money. Recently there are caps on pain and suffering so many attorneys don't see as much settlement money.

Exactly the same thing they do now. Despite mandatory insurance there is a segment of our society that will NEVER comply with this law. Only responsible people have insurance and it's always the dregs and deadbeats that do not. Just cover yourself and hope for the best.
