I think your question answered itself. The fact that you asked it shows that there is somehting you want to change and are not sure of it.
You did not mention your age, but this is a question we have all asked ourselves at least a few times. As you get older & more comfortable with your changing body you will wonder: "Average is compared to whom or what?" Because Everything in the universe is relative to something else...there is no such thing as average-we make that up so we have a standard to follow, but it is not always a good standard for ourselves.
You have to ask your self how YOU feel about your size and shape and are you influenced by something or someone other than yourself. No one can tell you that, because their opinion is based on their own experiences.
Ask instead How do you feel? Do you feel healthy? Do you get sick a lot? Can your body and mind function when it needs to ? These questions are more important than if you are average or not-and for that matter, why settle for "average"?! Why not be "exceptional"?! And being exceptional comes from your mind and your attitude more than your body. Take care of yourself first without asking others what they think of your physique.
When you are concerned with and asking what others think, this is a signal that you are not comfortable with yourself and feel a need for change. So that is the answer to your question.
In my own opinion, based on what you have written, your body frame/weight/height are not proportioned. You do not have enough weight to balance your frame. It could just be your metabolism or maybe that you are eating the wrong foods. Find a qualified personal trainer to help you re-distribute your weight-and put on some healthy muscle mass-you do not have to look like a muscle-man to do this-but muscle mass will help support your body, increase your energy and health and proportion you so that you go from average to way above average!.This is so important to women-and if you are not eating because you are afraid to gain weight, please find nutritionist or a therapist that specializes in eating disorders to help you. It is ok to watch the quality of foods you eat-and not over eat, but it is not ok to starve yourself because you think you will gain weight.

at 5'4" and 100 pounds, that is a bit underweight, at that weight a 34B would be about right.

Normal weight = 18.5-24.9
Overweight = 25-29.9
Obesity = BMI of 30 or greater
your BMI is 17.2 so your a bit underweight.
so you may look a little chesty beacuse your so skinny!

Your BMI is 17.2, 'normal' is 18.5 - you're actually underweight, so it's not really average. But who wants to be boring old average?
