First he has to pass all the genetic test required for the breed. If the genetic tests come back normal then he can be breed. If they are not normal he shouldn't be bred because these conditons can be passed onto his offspring.
Also to prove he has breed type and is worthy to be bred he needs to be shown in conformation and earn his championship.
Read the bull dog standard and know it like the back of your hand.
I think the bulldogs are the ones that have problems whelping but, I am not sure, this is something you need to research. If they require c-sections it will cost you a lot of money. $1,000-3,000.
Read plenty of books and get a breed mentor to help you out. Join a bulldog club.
If he is not a worthy stud dog then very few people, if any will use him as a stud. The owners of a female want to know that he does not carry or have any genetic conditons that can be passed onto their puppies.

English bulls are one of those breeds that have been so over bred for their specific qualities IE large head, short body, fat torso, that they are literally incapable of breeding on their own. An English bull cannot mount and tie a female of the same species. This is best done by a professional or take your dog to the vet and extract his semen this way.
As for advertisement I don't think that you need any. I know that there should be local breeders of this dog and breeders are always looking for quality males to diversify their bloodlines. Try calling breeders within 200 miles or so of your location, they would be the best people to try and breed with because they know how to help in the breeding process of your bulldogs.
I for one believe that English Bulls need to be Re bred to be able to breed on their own. over the last 100 years or so breeders took what was once a very physically capable dog and made it into the short, and health problem prone pooch that it is today.

For just one of breeding quality around $3,000-$4,000 for one pup. Then there will be all the testing needed to prove he is of breeding quailty so add another couple of thousand each dog. Most need artificial insemination for breeding. Never done it so I won;t even guess at a cost, but it won't be cheap I'm sure. They are also dogs that almost 100% will need a c-section for the birth so that could be up to $1,500 a welping. They often only have 2-3 pups so you won;t make any money there.
It will be very, very expensive to both buy and breed the dogs. Seeing they are so difficult to breed too it's best left to those with many years breeding experience behind them or you run the risk of losing both dam and her pups. Not a breed to be breeding by someone without great experience.
Better to get him neutered and just have a wonderful pet.

I am sorry I don't have the answer for you, I just had to say something about the answers people gave you...
Prop's to the people with a REAL answer...BOOOOO to the "do-gooders" that just want to preach about Spay & Neuter.
I can't believe the only answers with a score werent answers at all, they were "GET YOUR DOG FIXED" preachers & "YET ANOTHER DOG PIMP" Please!
If someone were to have a pet that wasn't fixed do you really think that by the suggestion of a stranger they are going to go make that appointment? Get over it Bleeding hearts, the lady that asked the question didnt want a guilt trip!
My votes go's to:

Unless you bought a registered, pedigreed dog, it is best to have him neutered and just love him. The world is already full of unwanted dogs that need homes. Why breed more? Other people have already given you ideas of how to advertise him for stud service if he is a registered, pedigreed champion.

Do you even realize that this breed RARELY is bred naturally!!! Most bitches are AI'd, and Most bitches have c-sections to delever the pups. Research the breed.
Your breed is called Bulldog.

Advertise that you have a Bulldog for stud. A breeder will get a hold of you, then choose to have the stud fee (the price of a pup) or pick of the litter.

Put him in the classified ads for a stud service. Give his good qualities, and some contact information. Other people with dogs might call you and want to use him.
P.S :you can even charge money!
