a way without help of fridge freezer or outside help (ice ,cold packs,etc...) put it in a long, wide, shallow pan, the surface area is increased and it will cool much faster that way

Ice, increase surface area to speed heat transfer (NOT evaporation,evaporation is decreasing nthe volume, not the temperature) or place pieces of metal partly into the water-metal is a good heat transfer material,it will transfer the heat from the water into the air more quickly.
But I am curious what this has to do with hair?

i know, there is this type of tea called "teh-tarik".

it's in Malay, to literally mean tea-pull. may sound ridiculous, but its true.

what they do is: after they made put all the ingredient+hotwater in a large mug, they get another mug. they will pour the tea into the other mug, then do the opposite. they continually do that, pouring, but putting the pouring mug higher up. when i first saw it, it was an amazing sight, just like a waterfall.

so it seems like they are pulling the tea. but what is happening is he is mixing the ingredients, plus maximising the surface area for evaporation.

don't do it so high, coz it needs years of practice, believe me. but i find it is the most effective (after many spills)!!! but i suppose you can pour from mug to mug.

Increase the surface area for evaporation to take place faster? Or you could use a fan?

If you are refering to making drinking water colder, then put in refridgerator, in cold area of room or in front of a/c ( if you have one).
