I suppose it depends on the reason. I'd say that its not okay to randomly go and grab someones breast. However, if you are invited to do so I say go for it!!!

That depends on how the women feels about it I know if some guy came up and started feeling my chest I would be pissed but some women are cool with that

It depends on what type of guy he is to me. If hes my husband/Man/ Lover boy hey its all good , if its some man I never seen or know he betta step back,I have my freaky moments, but if wasnt something I plan and wanted no its not ok. If its just out the blew.
