From UK dial 0844 462 95 95 wait for dial tone then phone the normal polish number, calls cost 2p per minute.
Polish mobiles are more expensive at 10p per minute their number is 0871 999 69 69
These calls are through telediscount.co.uk, and they work by firing the information down the internet and unravelling it at the other end.
You are not asked to sign up to a contract, and you are billed in the normal way. you can even make a call from a public phone. I use them all the time.

I've got two great options for you. Jajah.com and justvoip.com
Both are internet telephony that use your regular home phone, and call the other person's regular phone, but route most of the call through the internet.
In order for all calls longer than 5 minutes to be free on Jajah, both of you have to sign up for a free account. They're kind of vague on just how much time they'll give you for free as a registered user, but as long as you don't talk a whole lot, you should get it all free.
As for JustVoip, it seems to be totally free as long as you are calling to and from their free destinations, of which Poland land lines is one.

Tesco sell skype phones for about £15 each you buy one for you and buy one to send to Poland then it is free. I got one for the polish girl at work and she say's it is brilliant.
