Yes you may but they forbid the use of any electrical items during take off and landing and you are not allowed to use mobiles on the plane. but you may use a laptop while on plane but you may not use it during take off and landing. You could also use Cameras and Camcorders. They are perfectly fine!
You also have to take off the batteries in any electrical goods in your main luggage!

You need to bring a laptop computer in hand luggage, there are no rules for where to pack the other electrical and electronic items.

Yes. If you want to avoid problems, it's best to arrange them in a flat layer at the top of the case so it's clear what they are when the case is x-rayed. Then you won't hear the dreaded message: Would Mr Smith travelling on flight xxx please go to security.

Yes. They just dont want you using cell phones, and they want you to turn of all wireless functions, like on a laptop, or a wireless mp3 player or whatever.
