It's hard to change tradition, especially where folks' livelihood is at stake. No respect for the corrupt law enforcement either.

Because they want cheap Bajjis and cheap goods ..the encroachers do nt have to pay rent and taxes. they pay only mamools to police who share the booty among people from top to bottom which is said to be include the ministers , heads of departments to the lowest constabulary.So the encroachment business is well protected and the goods are also cheap.
There is a proverb in India that the proceeds of the sale of a dog , do not bark.In india it is money that is important and not the means of producing it .The people will be happy if something is cheap or free whatever be the means of getting it .

Are you not joking? So corrupt a city as Mumbai and you talk of civic behaviour! An able city administration worked by conscientious and sincere personnel is the only answer to this problem- as indeed to many other social evils, But sadly India does not have it, and so you are stuck with the evil of indifference and arrogance. It is doubtful if things will improve at all! Sorry, but I spoke the truth.

What do you mean? Who do you think will feed the Municipal and Police if removed. After all they pay "bakshis" daily/hourly and monthly to Under world as well authorities. Who will loose this income sir.
