It is a verse many people use to go against birth control. Most people believe it to say that it is better to have intimancy with someone unclean than to waste sperm.
All in All don't waste sperm, thats what I take it to mean anyway. But taht is not Proverbs 31 6-7 this is Proverbs 31:6-7 (New International Version)

Proverbs 31:6 Give strong drink unto him that is ready to perish, and wine unto those that be of heavy hearts.
Proverbs 31:7 Let him drink, and forget his poverty, and remember his misery no more. At first this advice seems to contradict such prohibitions as in Proverbs 23:31. However, it is obvious in context that the “advice” is given in irony, to those who have drifted so far from God as to be “appointed to destruction” anyway (Proverbs 31:8).

Proverbs like many other things have timeliness and therefore expiry as well. May be it was when people thought semen was precious and had to be put to more productive uses like increasing the population of their clan or tribe. With Whores having become expensive and also society not approving people visiting them on grounds of morality,people working on the proverb that 'necessity is the mother of invention',found a way out ie masturbation.Later it turned out to be not only harmless but a some what a healthy practice.So,whatever may be the meaning of the proverb,it's really meaningless in practice.

The fact is, though, this is not anything to be found in the pages of Scripture. We get this question fairly often and have been trying to track down the origin of the saying, but alas, with no luck. While not certain of the phrase's exact origin, it does seem to be a false extrapolation of Genesis 38 and the story of Onan, Tamar, and Judah.
According to Ancient Near Eastern culture, it would have been the responsibility of Onan to impregnate his dead brother's wife that his brother's line might continue. Selfishly, Onan did not wish any of his offspring to bear any name other than his own; and so while he did, in fact, take up the responsibility of sexual relations with his brother's wife, he would not ejaculate inside her but instead practiced the withdrawal method of birth control. God punished Onan for his wickedness and greed by putting him to death (and not, as is popularly believed, for masturbating). The rest of the narrative features the wife, Tamar, posing as a prostitute and seducing Onan's father, Judah. By him, she conceives and bears a son from whom Christ would descend. And God does not strike Judah or punish him in any way in the narrative.
So it appears that some cynic had taken the veneer of the tale and crafted a wry commentary that has come to be known as actual Scripture (unfortunately). In the end, the admonition is far from biblical and has nothing to do with masturbation.

Glad some people checked, lol. Yeah it doesn't say that, but makes sense. Proverbs 31, talks about a Virtuous Woman. Maybe that's a more interesting topic.

The verse relating to sperm is in Genesis 38 :9
And Onan knew that the seed should not be his; and it came to pass, when he went in unto his brother's wife, that he spilled it on the ground, lest that he should give seed to his brother.

That is not what mine says. Mine says "Give beer to people who are dying and wine to those who are sad. Let them drink and forget their need and remember thier misery no more." POVERBS 31:6-7. If you can find where that particular verse was I would gladly pray for wisdom to discren it on your part!
