Common sense and consequence. When some company, like Motorola fails to pay me for a rebate then I feel I should retaliate. I don’t fear consequence because I know that no jury, of twelve, will convict me for a crime against a company that has been wrongfully stealing rebates. I sit back and do little about the situation because it is just not worth my time when the amount of money is only $50 (common sense). I also don’t retaliate because I don’t believe in harming humans and I can't know that won't happen if I violently retaliated against Motorola (Karma).
Karma says that you should choose to do the right thing because you don’t know the final outcome of your actions. The outcome could affect you or any innocent bystander. Karma is Action-Catalyst-Result.
Here is an example of real Karma:
Action: Burning fossil fuels.
Catalyst: The Climate.
Result: Melting polar ice caps, hurricanes, etc.

Conscience rules my action. I am ashamed of my immoral action. I am not aware of my past or future karma. Iam in the present.

I don't believe in karma so I would say a mixture of conscience, and the fact that we have a justice system

The thoughtful, spiritually aware person is ruled by a combination of destiny and conscience. We must embrace our destiny here on earth while following the best judgment our hearts and spirits can lend us to move forward.

Discernment "Wisdom" (Pali..pañña)
1. Right View (samma-ditthi)
includes .. Intentional action (kamma)
and .. Admirable friendship (kalyanamittata)
2. Right Resolve (samma-sankappo)
Virtue "Morality" (Pali...sila)
3. Right Speech (samma-vaca)
4. Right Action (samma-kammanto)
5. Right Livelihood (samma-ajivo)
Concentration "Mindfulness" (Pali...samadhi)
6. Right Effort (samma-vayamo)
7. Right Mindfulness (samma-sati)
8. Right Concentration (samma-samadhi)
and includes...Jhana
None rule over the others...
These in concert guide my Actions thus do we follow the Path....../smiles/...

Conscience. I don't need the fear of retribution in order to be moral. It just feels good to do the right thing.
