maybe cell phones are but RF (cell phone) signal decreases proportional to the sqaure fo the distance from the tower. So the farther you are from the tower the worse the link.

Only if you consider the ability to use cell phones to be a form of mind control -- other than that, it's purely a matter of hardware bandwidth, signal strength and coverage areas.
