Sales tax is due if the seller has a physical presence in the buyers state so if you bought something on line from Sears that has stores everywhere, you would pay sales tax at your state's rate. If the seller was only located in one state, not yours, you would not be charged tax but your state might require you to pay use tax on the purchase. Some states have been very agressive in tracking large out of state purchases and collecting tax from the individual buyer.

BTW regarding the first post here. Washington does have sales tax but no income tax. Oregon has no sales tax.

Both. If the seller has a facility in the same state as the purchaser, then sales tax is charged.
