From what I know, no Marines have relaxed grooming standards (including Force Recon). My friend in the Marines was telling me about counterintel Marines having beards and being highly trained. If this is true... Why do they have relaxed grooming, while Force Recon does not, and what are they trained in?

Counterintel Marines are not supposed to look like they are Marines when they are conducting operations. In many cases they get their information by hanging out and looking like locals, which you can't do with a high and tight. They don't always have relaxed grooming standards, normally they are allowed to start growing their hair and beards a few months before a deployment or any other training excersize where they need to look non military. During this time they also wear civilian clothes to work, which is probably why you never realized they could do that. This also applies to MSOB (formerly Force Recon).

Exactly how will a marine with a fresh shave and a high-n-tight hair cut going to pass for a native or civilian in the bush? They are not relaxed, they are using common sense.

It's not based solely on MOS. It's based on position. Some missions require them to look as though they're not Marines.
