The only *really* effective way without gaining weight is plastic surgery. There is no pill. You can work your pecs and make them look perkier, though.
Boobs are made mostly of fat. If you don't have a lot of body fat you won't have big boobs. Some skinny girls do have bigger breasts but they have a lot of back problems, too. I am a high D, but I also wear a size 16. My friend is a low B and she wears a size 2. See the connection?
In the end you want to look balanced. My size 2 friend would look weird with Ds and I'd look lopsided with Bs.

the easiest way to increase breast size is a way u probably wont like and that is to gain a bit of weight or get pregnant/breastfeed, as for surgery its a personal choice not one id consider until after all my children but to each her own, and i dont know if id trust a pill because i havent heard of any FDA approved ones. so just love urself as u are! i was a b32 now breastfeeding and am a 34DD and can say i much preferred them smaller, the bras u get at this size are not cute at all and shirts are harder to find since they are either too tight up top or too loose around the stomach. so love what u have

You already got an answer about surgical enlargement of the breasts. As for a pill, I have not heard of any that actually would increase breast size.
