I am in posesstion of some 5 dollar war-saving certificates that belonged to a relative. I have no idea what to do with them. Do or did they gain interest? where do I take them?

Take one to your bank and have them check with the Treasury Department. Alternately you can check ot the link below and use the "contact us" feature to deal with Treasury directly.

Write to the Bureau of the Public Debt, Department of the Treasury. The certificates probably stopped accruing interest some time ago, but they are definitely worth something.
